Carolyn Huang, PhD

Senior Evaluation Specialist

Carolyn is a Senior Evaluation Specialist at the International Initiative for Impact Evaluation (3ie). She supports 3ie’s work in the production and use of rigorous and policy-relevant research. Prior to 3ie, she managed the U.S. Department of Labor’s Office of Child Labor, Forced Labor, and Human Trafficking portfolio of global research projects. Her expertise informed the design of tools and research underlying international measurement standards for child labor and forced labor, including nationally representative prevalence surveys, questionnaires, studies examining the worst forms of child labor and labor exploitation in global supply chains, among others. She served as one of four U.S. delegates at the International Conference of Labor Statisticians. Carolyn holds a PhD in Public Policy from the University of North Carolina, a Master of Public Policy from American University, and a Bachelor of Arts from the University of Michigan.
